GO 610 for judiciary favoured

Order applicable to all subordinate courts, says Girglani

HYDERABAD: Over-ruling the opinion of the Law Secretary, the House Committee of the Assembly on implementation and monitoring of GO 610 recommended to the Government to enforce it even in judicial services and State public sector undertakings.

Members of the committee, which is headed by Congress MLA N. Uttam Kumar Reddy, objected to the letter written by the Law Secretary at a meeting here on Tuesday stating that the Presidential order on employment in Telangana could not be implemented in the judicial service. The letter was reportedly circulated by Chief Secretary J. Harinarayan. The Committee members sought the advice of former bureaucrat J. M. Girglani, who was also present. Mr. Girglani said the GO was applicable to all the subordinate courts, except the High Court.

The meeting also recommended that the GO should be implemented with immediate effect in the PSUs. Sources said meeting witnessed arguments between Mr. Harish Rao and Gade Venkat Reddy (Congress) over the interpretation of GO 610 for implementation in judicial services.Mr. Uttam Kumar Reddy told reporters the Chief Secretary had assured the committee that GO 610 would be fully implemented before June 30.

Members were informed that 90 per cent of data relating to the local or non-local status of the employees had been collected. The committee decided to hold its next meeting on May 23.

Chada Venkat Reddy (CPI) raised doubts whether the GO would be implemented at all. Congress member P. Janardhan Reddy said it would be a Herculean task to implement the GO and blamed the official apathy for its non-implementation.

Violations

T. Harish Rao said officials had misled the Committee about the implementation of GO 610 in judiciary. He lamented that the officials were unable to send out the non-locals from Telangana. He said violations were noticed in recruitment of teaching staff in tribal residential schools and colleges.
