Draft policy moots single window system

THIRUVANANTHAPURAM: The task force on housing formed by the State Government has mooted a single window system for speedy clearance of building plans, optimisation of floor area ratio (FAR) and revision of the Kerala Buildings (lease and rent control) Act, 1995.

The draft policy, which was released here by Minister for Housing Benoy Viswom, proposes five per cent stamp duty for middle and high income groups, three per cent for economically weaker sections and low income groups and one per cent less for women-headed properties in line with the reform agenda of Jawaharlal Nehru National Urban Renewable Mission (JNNURM).

About 3.3 lakh landless and houseless families who were staying in shared accommodation need one to two cents of land for constructing houses.

Besides making available land in both rural and urban areas, the policy proposes land allotment in joint ownership.

About 20 to 25 per cent land was proposed to be earmarked for the economically weaker sections and low income groups. Land pooling, sharing, transferable development rights and optimum use of land with enhanced FAR have been mooted in peri-urban areas.

With a view to pooling Rs.3,500 crore to Rs. 4,000 crore investment from financial institutions, the policy recommends creation of Kerala State Shelter Fund with an annual accretion of Rs.50 crore, housing risk fund, Bhavana Nidhi and public-private partnership projects.

Levying of one per cent cess on the cost of houses with built-up area of 3,000 square feet has been suggested for garnering funds for the State Shelter Fund for the economically weaker sections and low income groups.
