Development officers' plea for wage revision

BERHAMPUR: The development officers (administration) of public sector general insurance companies have been suffering since 2003 as their job guidelines and allowance structure is yet to be decided by the General Insurance Public Sector Association (GIPSA).

The founder members of the Forum for Development Officers (Administration) held a meeting in the city on Sunday to discuss their future plan over the matter. Convener of the forum Gyana Tripathy said the Central Government had decided in January 2003 to rationalise the pay scales and other service conditions of general insurance employees under the Development Staff Scheme 2003. The existing Class II officers of this sector, including Development officers, were allowed to opt for voluntary retirement. The officers who preferred to continue were divided into two categories, Development Officers (Marketing) and Development Officers (Administration).

The Development Officers (Administration) had to deal with claim investigation, risk inspection, market research and other areas of customer service. But the new scheme was challenged in court by some associations dominated by marketing officers. Due to it the job guidelines, promotion policy, conveyance policy, medical reimbursement and other job guidelines for Development Officers (Administration) was not decided by the GIPSA management and member companies.

Special committee

According to Mr Tripathy they have become innocent sufferers in the absence of a negotiating body to ventilate their grievances before the management. In January 2006 the wage revision and arrears for class I, class II and class IV employees of this insurance sector were released. But the development officers were deprived of these pay revisions. The Forum has decided to form a special committee at their next national convention to take up this issue.
