CHENNAI : The city police on Monday said that flying of kites in public places was banned. The announcement follows the death of a two-year-old boy on Sunday after a glass-coated thread used in kite flying slit his neck. A 32-year-old man was arrested on Monday in connection with the incident. In a press release, Commissioner of Police Letika Saran said kite-flying posed a threat to road users, particularly two-wheeler riders. In some cases, children became victims of kite-flying. Hence it was banned under Section XIV of the City Police Act, she said. Adequate arrangements have been made to ensure that kite-flying is not done in public places. Severe action would be initiated against those flouting the ban, Ms. Saran warned. Recalling the fatal incident on Sunday, the police said Sarathbabu, a resident of Korukkupet, was on his way to Anna Nagar on a two-wheeler with his wife and son Dasangir. Around 6.15 p.m. when he was passing through the Konnur High Road at Ayanavaram, Mr. Sarathbabu noticed blood oozing out of his son's neck. He immediately rushed his son to the Children's Hospital, Egmore, where the child was declared dead on arrival. Usually kites are flown using ordinary thread, while some people use glass-coated thread. In Sunday's incident, a glass-coated thread was used, which injured the child, resulting in his death, the police said. Following the incident, the Secretariat Colony Police registered a case and arrested G. Narayanamoorthy (32) of Nammazhvarpet in Otteri. A case under Section 304 IPC (Culpable homicide not amounting to murder) was registered against him, the police said.
