Cause for concern

The disclosure by Transparency International that Rs.2,630 crore was paid in bribes to the lower judiciary in India during 2006 (May 26) is a cause for serious concern. Pendency of cases for years, procedural delays caused by advocates and the police, shortage of judges, threats and counter-threats by clients and their musclemen, and the unhelpful attitude of the judicial staff are all breeding grounds of corruption.

The judiciary has always been sensitive to contempt from outside; it is time it became just as sensitive to the contempt that originates from within.

It is incomprehensible why vacancies of judicial officers at lower levels are not filled up expeditiously. Antiquated civil and criminal laws result in judicial delays and lead to corruption.
