NEW DELHI: The Delhi Development Authority on Thursday earmarked Rs. 100 crore for the 2010 Commonwealth Games. The funds would be used for construction of the Games Village, development of competition venues for sports like table tennis, badminton and squash and provision for training venues for various sports. A table tennis stadium with a capacity for 5,000 spectators at Yamuna Sports Complex and stadiums for badminton (capacity 5,000) and squash (capacity 4,500) at Siri Fort Complex are in the offing. The DDA will develop 11 hectares at the Games Village site for residential purposes and 5.5 hectares at the same site for commercial purposes. Apart from budgetary allocations, the DDA also approved the new Penalty Relief Scheme-2007. Aimed at providing relief to allottees who have failed to deposit their instalments on time, this scheme would be available for applicants who clear the outstanding instalments due to the DDA till the date of application and also clear interest penalty. They would also have to pay ground rent and service charges to avail themselves of the relief. Such applicants could get away with paying 25 per cent less penalty and would not have to pay restoration charges. The Lieutenant-Governor emphasised at the meeting that all the works should be time-bound and no delays would be tolerated. In place of a single Board of Enquiry and Hearing, the DDA has approved constitution of two or three such boards to ensure speedy disposal of cases. These boards would comprise two experts in town planning and also the non-official members of the DDA. To shore up the receipts for 2007-08, the DDA plans to raise Rs. 2,088.27 crore by disposing of land and Rs. 1,035.79 crore through disposal of flats and shops. This is supposed to bridge the gap between expected and actual receipts for 2007-08. Compared to the anticipated receipts of Rs. 4,151.68 crore for 2006-2007, the actual receipts amounted to Rs. 3,950.05 crore. The Authority has earmarked Rs. 1,050 crore for land acquisition. In 2005-06, DDA had acquired land worth Rs. 3,047.80 crore, while, in 2006-07, this figure was Rs. 1,829.72 crore. Rohini, Dwarka and Narela would be the major areas where land acquisition would be done. For developing land, the DDA has earmarked Rs. 950.8 crore and Rs. 673 crore has been allocated for construction of houses. Under the Jawaharlal Nehru National Urban Renewal Mission, a total of 43,480 houses have been planned.
