Special session of Assembly demanded

Puducherry: Secretary of the All India Anna Dravida Munnetra Kazhagam here A. Anbalagan, MLA, has called for a special session of the Assembly for adoption of a bill for implementation of the Value Added Tax (VAT) in the Union Territory.

He told newsmen here on Saturday that instead of having the bill passed, the Congress Government here was bringing in an ordinance to "impose" the new tax regime.

This was contrary to norms of democracy. No State had implemented VAT through an ordinance, he noted.

Mr. Anbalagan recalled how the Chief Minister promised that a bill would be adopted before the session came to a close. There should be a detailed debate as to how the VAT would be of help for mobilising revenue, particularly when the Central grant was on the decline every year, he said.

The Union Territory of Puducherry was having its constituent pockets spread over three different States.

There should be a comparative analysis and assessment of the patterns adopted in these regions.

A two-day session was necessary to discuss in detail the various features of the bill.

Mr Anbalagan charged the Government that it had sanctioned automatic promotion to all students of Class XI in Government schools on the ground that teachers boycotted valuation of answer sheets.
