Colleges may be allowed to retain 50 per cent of fee

Government to issue an order soon

MANGALORE: Minister for Higher Education D.H. Shankaramurthy has assured a delegation of the Federation of Degree College Principals' Associations of Karnataka that the Government would issue an order shortly allowing degree colleges to retain with them 50 per cent of the tuition and laboratory fee.

The delegation headed by president of the federation Y. Bhaskar Shetty held a meeting with the Minister and Principal Secretary, Higher Education, Kaushik Mukherjee, in Bangalore on May 24.

Prof. Shetty told The Hindu that the Government and college managements had entered into an agreement in 1977 that colleges could retain with them 50 per cent of the tuition and laboratory fee collected from students, for maintenance of colleges. The remaining half had to be remitted to the Government. But in 2003, the Government amended the Karnataka Educational Institutions (Collegiate Education) Rules and asked the college managements to remit the entire fee to it, he said. The Government issued a gazette notification to this effect on August 7, 2003.

Appeal

The federation on several occasions had appealed to the Government to withdraw this notification. But there was no change in the Government's stand, Prof. Shetty said.

However, the colleges continued to remit only half of the fee to the Government.

Recently, the Government issued notices to some colleges warning them that it would withhold the salary grant if they did not pay the arrears due to the Government since 2003-04.

Some of the colleges were asked to the pay fee arrears ranging from Rs. 15 lakh to Rs. 20 lakh. The colleges were given 15 days' time to pay the amount.

However, through an order (ED/86/TPE/2006) dated May 23, 2007 the Government allowed technical education institutes such as engineering colleges and polytechnics to retain 50 per cent of the fees with them and remit the rest to the Government.

The contention of the federation was that if the colleges were to remit the entire fee to the Government then managements would find it difficult to manage colleges and the staff. It would come in the way of strengthening infrastructure at colleges, it said.
