Blame it on monsoon

Government departments excel in passing the buck and making excuses.

Take the case of the pathetic plight of Kochi roads. Each year, officials and those at the helm of the Corporation, Public Works Department, Greater Cochin Development Authority and National Highways Authority of India have a stereotyped response. They blame the rains for their inability to carry out work, from June to November. From December to May, the reason for dilly-dallying is "problems in getting funds."

A look at service roads along the NH bypass from Vytilla to Edapally, the Kaloor-Kadavanthra road and roads on the western side of the arterial M G Road will show that Government agencies have not undertaken any repair works even in summer. And news reports speak of road funds getting lapsed, because of officials' ineptitude.
