`Strengthening PR bodies key to rural development'

Third State Finance Commission to lay special focus on poverty eradication

TIRUPATI: The ways and means of strengthening Panchayat Raj bodies, giving them more funds and powers under 73rd and the 74th Constitutional Amendment and other such issues came for a critical review at the Regional Conference held here on Tuesday by the 3rd State Finance Commission headed by B. Sathyanarayana.

The panel chief said the principal objective was to review subjects to be transferred to the panchayat bodies under the constitutional amendment, the status of transfer of their fund. He said the Commission would lay special focus on poverty eradication measures as nearly 25 crore people in the country still lived below the poverty line (BPL) while bulk of its populace lived in six lakh villages.

Zilla Parishad Chairpersons and officials made wide-ranging suggestions on providing more teeth to the Panchayat Raj bodies and also had a free exchange of views on their functional problems and the ways to get over them.

Panchayat Raj Minister Diwakar Reddy said solution for development of rural India and rural economy lay only in strengthening of the Panchayat Raj bodies and listed the measures being initiated by the State Government towards the goal.
