Call to make Labour Welfare Officers' role more rational

Haryana Minister suggests amendments to Factories Act

CHANDIGARH: Haryana Labour and Employment Minister Birender Singh on Friday called for making the role of Labour Welfare Officers more rational in the fast changing industrial scenario by making certain amendments in the 60-year-old Factories Act, 1948.

Inaugurating the Haryana State Labour Welfare Officers' Meet-2007 in which about 70 Labour Welfare Officers from various factories of the State participated, Mr. Birender Singh suggested that more freedom be allowed in the discharge of duties by the Labour Welfare Officers by ensuring that their salary was borne by Labour Welfare Board and not the employer.

He emphasized that the Labour Welfare Officer should be able to work without any pressure so as to make impartial decisions and ensure smooth functioning of the concerned factory or organisation along with the welfare of the labour.

He suggested that the Factories Act, 1948, be empowered with certain legislation under which some decisions could be taken by the Welfare Officer on the spot, which would be in the shape of a directive to either the labour or the management.

Mr. Birender Singh also called for abolition of `Inspector Raj' as he felt that the managements of the private organisations had no faith in the Government inspectors. Instead, confidence should be generated among the employers and the mindset of the working class and the Labour Department itself should be changed.

He asserted that in the last three years the revenue receipts had doubled mainly due to a perceptible change in the thought process of the employers and the people who contributed to the State exchequer.

Parliamentary Secretary Sharda Rathore , Shashi K. Sharma,Chairman of the Department of Laws, Panjab University, Financial Commissioner and Principal Secretary, Labour Manik Sonawane and Chief Inspector of Factories and president of Haryana Safety Council K.K. Khandelwal also spoke.
