STRATEGY MEET: AICC general secretary V. Narayanaswamy and Opposition leader of State Assembly Janaki Ballav Patnaik at the gathering of district representatives at the Congress office in Bhubaneswar on Saturday.

BHUBANESWAR: General Secretary of All-India Congress Committee V. Narayanasami and Orissa Pradesh Congress Committee president Jayedev Jena on Saturday urged the presidents of the party's district units to revitalise the party in rural areas of the State.

Addressing a meeting of the district presidents at Congress Bhavan here, both the leaders blamed the Biju Janata Dal-Bharatiya Janata Party Government for its failure to work for the benefit of the people.

Countering the allegations of Chief Minister Naveen Patnaik that the United Progressive Alliance Government at the Centre was neglecting Orissa, Mr. Narayanasami said Mr. Patnaik was out to blame the Central Government to hide his failures.

Stating that the Central Government had never neglected Orissa's cause at any point of time, Mr. Narayanasami observed that Mr. Patnaik's charges against the UPA Government had no basis at all.

Mr. Narayanasami and Mr. Jena alleged that the Naveen Patnaik Government had miserably failed in properly implementing the welfare programmes of the Central Government.

In a majority of cases, the State Government had failed to utilise the funds received from the Centre under various schemes, they said.

Criticising the alliance government for the `deteriorating' law and order situation, the leaders called upon the district presidents of the party to `expose' its failures at all level.

The meeting discussed the detail about the party's proposed civil disobedience agitation in different parts of the State.

To gherao block offices

The agitation will be organised from June 11 to June 27 when Congress workers will gherao the block and tehsil offices as well as offices of various urban local bodies across the State to highlight the failures of the Government.

A meeting of the party's frontal organisation was held on Thursday where those leading the different wings of the party were told to strengthen their respective organisations.
