CHENNAI: The Transport Department has announced that students in the age group of 16 to 18 years should produce proof of ownership of a two-wheeler with sub-50 cc engine capacity while applying for learner's licence. In a press release on Saturday, Transport Commissioner C.P. Singh said a document authenticating proof of ownership of a vehicle with an engine capacity below 50 cc in the student or parent's name, which may have been purchased earlier, had to be produced. Students would also need to obtain a consent letter from the parent or guardian to acquire a learner's licence. The letter should state that the ward would be allowed to drive only a two-wheeler with below 50 cc engine capacity. In an attempt to address the concern over students in the age group 16 to 18 years riding motorcycles with an engine capacity over 50 cc, the Transport Commissioner, Chennai, issued circulars (Circular number: 24/2007) to all licensing authorities in April. This decision, the release said, was not taken with the intension of stopping the issue of learner's licence, but was aimed at sensitising students and parents to help prevent traffic irregularities and road accidents. The release said the decision was in response to an article titled `Students riding motorcycles breaking law?' published in The Hindu on March 28 this year.
