KOCHI: The city police have made the first detentions under the Kerala Anti-Social Activities (Prevention) Ordinance, 2007, known as the goonda Act. Eight persons with history of cases were detained under orders issued by District Collector A.P.M. Mohammed Hanish in his capacity as the District Magistrate. Those detained were Shaji alias `Thammanam' Shaji, 40, Preman, 31, Nissar, 26, Vinu alias Antony, 20, Lakhmanan, 27, Undanpori Gishi, 30, Baiju alias `Theekkatta' Baiju, 26, and Aneesh alias `Athani' Aneesh, 24. All the detained were identified as having a criminal background and considered active. "These detentions are made on the basis of confidential information to back up suspicion that they will be committing crimes in future," said Manoj Abraham, City Police Commissioner. According to the ordinance, detention orders could be issued against those listed under the category ``Known Rowdies''. Those with three cases of bodily offence charge against them or convicted for serious crimes at least once were included in this category. `Thammanam' Shaji has 19 cases registered against him, Preman 13 cases, Nissar six cases, Vinu four cases, Lakshmanan seven cases, Jishi six cases, Baiju four cases and Aneesh three cases. All the arrests were made on Monday and they were sent to the Viyyur Central Jail. The city police prepared a list of nearly 40 active criminals and more detentions would be effected in the coming days based on the information being gathered. Those detained could appeal against the order at the Advisory Board. While the city police was prompt in preparing the list of active criminals, Ernakulam Rural was yet to do so. "No list has been submitted by Ernakulam rural so far," said district Collector. M. Padmanabhan, Superintendent of Police, Ernakulam rural, said the list had been readied and detentions would be made soon.
