BANGALORE: Tipped to be a unique land acquisition package that promises to make the land losers a part of development process, the land compensation and rehabilitation and resettlement package for the displaced families of Bidadi Intergrated Township Project was unveiled on Tuesday. The Government had issued the order effecting the package on Monday, and 9,178 acres, of which 6,336 acres are under private holding, would be acquired in 10 villages. Over 12,000 people belonging to about 2,500 families residing in Byramangala, Bannigiri, Hosur, K.G. Gollarapalya, Kanchugaranahalli, Aralalasandra, Kempayyanapalya, Kanchugaranahalli Kaval, Mandlahalli and Vaderahalli village would be affected by the project. About 92 acres of land in Mandlahalli and 62 acres of land in Vaderahalli were incorporated to the project under a separate order issued on Monday. Additional Commissioner of Bangalore Metropolitan Region Development Authority (BMRDA) N. Sriraman told presspersons that rehabilitation and resettlement of the villagers would be taken up first before developing the project. "Approximately around 6,500 acres out of the total 9,178 acres of land will be developed after resettlement. The total area available after development, both industrial and residential will be around 400 million sq ft," he added. He said that the package was very unique in the entire country, and has been done taking views of the villagers. "A rehabilitation committee will be set up to oversee rehabilitation activities and certain mandatory provisions have been incorporated for the resettlement areas to provide civic amenities," he said. The land compensation and rehabilitation and resettlement package has included every section of the villages including landowners, building owners and also the asset-less families.
Compensation
Families that lose agricultural land for the project have been given two options of compensation that are cash compensation or compensation by way of developed land for lands surrendered. The cash compensation ranges between Rs. 20 lakh an acre and Rs. 25 lakh an acre depending upon the type of land, proximity to regional highways, gramathana and village road besides additional compensation for trees and structures. If the farmer chooses compensation by way of developed land, he would be given 8,000 sq ft for every acre. However, the location of developed land to be given to land loser would be decided by the developer in consultation with the BMRDA. Building owners would be provided compensation in terms of increased site area as well as a house depending upon the size of the existing dwelling. For example, a person who is residing in a dwelling on a site measuring 600 sq ft or less will get a house of 680 sq ft on a 900 sq ft site as compensation. The standard of housing units would be on a par with the houses built by the Karnataka Housing Board. Besides, transportation and relocation grant of Rs. 10,000 and subsistence allowance of Rs. 20,000 would be given to each project displaced family. Rental housing would be provided by the developer for displaced families of the villages in the project area that do not own any house, housing site or agricultural lands, and the rents would be fixed by the rehabilitation committee based on the concept of capacity to pay rent. Every asset-less project displaced family would also be given a one-time financial assistance of Rs. 30,000. Though the encroachments on government, forests or panchayat land are not entitled for compensation, the package provides for a reasonable compensation in cash.
