Demand to revoke engineer’s suspension

KANNUR: The Kerala Public Works Department Graduate Engineers’ Association (KPWDGEA) has urged the State Government to revoke the suspension of Chief Engineer of the Public Works Department (Roads and Bridges) T. Baburaj alleging that the action against him was unjust.

Association State general secretary P.K. Joy and vice-president V. Venugopal said at a press conference here on Thursday that Mr. Baburaj had been suspended from service following the Finance Department’s disclosure that he had misused his financial powers. Mr. Baburaj had been alleged to have sanctioned revised estimates exceeding the limit up to which the Chief Engineer could sanction.

They said that as per the GO dated March 6, 2006, the delegation of financial powers of the Chief Engineer for sanctioning tender excess had been reduced from 35 per cent to 20 per cent. The Government, in its subsequent order dated April 20, 2006, had made it clear the earlier order would not be implemented with retrospective effect. The Chief Engineer could thus sanction revised estimates up to 35 per cent. None of the eight works cited by the Finance Department to show the alleged misuse of power had exceeded the limit. Moreover, revised estimates of two of the works had been sanctioned by the Government, they said.
