Inefficiency of officials come to light at education adalat

Honorarium not bee paid to contract teachers under scheme

Raichur: Inefficiency of officials in the Education Department in Raichur Education District came to light at the education adalat presided over by Primary and Secondary Education Minister Basawaraj S. Horatti here on Tuesday.

Expressing ire over the functioning of officials such as the Deputy Director of Public Instruction (DDPI) Amrut Bettad and the Block Educational Officers (BEOs) of Raichur Educational District, Mr. Horatti warned them of stern action if they failed to set right anomalies in the functioning of teachers in primary and high schools in the district. He directed them not to repeat such mistakes.

While hearing petitions from the teachers, the Minister said the officials concerned had failed to handle their problems and had not checked attendance registers, or paid honorarium to contract teachers under Mahiti Sindhu Yojna and had not released benefits to retired teachers.

Expressing displeasure over the functioning of the DDPI, Raichur MLA A. Papa Reddy complained to the Minister that the functioning of most schools in rural areas in his constituency had been affected as no teachers were willing to stay in the village where they were posted.

He alleged that neither the DDPI nor the BEOs concerned had attended to the complaints lodged by the parents. The headmasters in most schools had failed to maintain proper accounting of funds released to them for implementing various schemes. No action had been taken by the DDPI or BEOs when he lodged complaints about mismanagement by the School Development and Monitoring Committees (SDMCs).

Mr. Horatti said SDMCs should monitor the activities of the teachers in their respective schools and register their remarks in the complaint book and bring it to the notice of the officials of the department. He asked Mr. Bettad to serve show-cause notices to teachers who failed to stay in villages where they had been transferred and asked the headmasters concerned of all schools to close the register by 10 a.m. to monitor attendance by teachers.

The Minister said that the Centre Resource Coordinators (CRCs) in respective taluks should act quickly and set right anomalies in schools. They would be held responsible and would face stringent action in case they failed to deliver their duties properly. He asked the Secretary of the Education Department Vijayabhaskar to release a circular in this regard.

Mr. Horatti directed the DDPI to utilise facilities to improve education at all levels, adhere to rules in streamlining the administration, extract work from teachers and release salaries to teachers on time. Later, he held educational adalats in Koppal and Bellary.
