Strict guidelines for student union elections

Age limit for contesting student leaders

BHUBANESWAR: Orissa Government has announced ‘stringent’ guidelines for conduct of elections to students unions of both degree and junior colleges for academic session 2007-08.

"No candidates shall be permitted to make use of printed posters, printed pamphlets or any other printed materials for the purpose of

canvassing. Candidates may only utilise hand-made posters, which are procured within the expenditure limit," said a notification issued by

Higher Education department on Wednesday evening.

It stipulates that posters will have to be positioned at certain places on the campus which would be notified in advance by the election commission.

The maximum permitted expenditure per candidates would be Rs. 5000, the guidelines said. "With a view to prevent the inflow of funds from political parties into student election process, the candidates are specially barred from utilising funds from any other sources than voluntary contributions from the student body," the notification stated.

The use of loudspeakers, vehicles and animals for the purposes of canvassing has been prohibited.

All candidates would be jointly responsible for ensuring the clearing up of the polling area within 48 hours of the conclusion of polling.

Minimum attendance

It said no candidates would be permitted to carryout processions or public meetings or in any way canvass or distribute propaganda outside the college campus. "The candidate should have attained the minimum percentage of attendance as prescribed by University or 75 per cent attendance whichever is higher."

According to guidelines, "The candidates shall not have a previous criminal record, that is to say he should not have been tried and or

convicted of any criminal offence or misdemeanour. The candidate shall also not have been subject to any disciplinary action by University authorities."

Undergraduate students between the ages of 17 and 22 and graduate students with the maximum age limit of 24-25 years may contest

elections, the higher education department said.
