THIRUVANANTHAPURAM: The Government proposed to bring in a legislation to enable the functioning of video libraries in the State, Home Minister Kodiyeri Balakrishnan said in the Assembly on Thursday. Replying to the debate on the demands for grants for Police, Administration of Justice and Jails, the Minister said that currently there were legal impediments to the functioning of video libraries. He said the raids against pirated videos had helped reduce the distribution of pirated CDs to a large extent and had benefited the film industry. He said action under the Felonious Activities Act would be taken against anti-social elements donning political affiliations also. The Government, he said, had issued orders cancelling working arrangements in the police force. He said the report of the Rajendra Babu Commission that inquired into lock-up deaths in the State would be tabled in the House with the action-taken report during the current session itself. The inquiry into the suicide of a girl named Sandhya at Adimali had been completed and those accused of exploiting her have been charge-sheeted, he said. The Minister announced that two courts would be set up to try cases of atrocities against scheduled castes and tribes and one to try cases of atrocities against women. He said the daily wages of prisoners were being increased from the range of Rs. 9 to Rs. 23 to Rs. 21 to Rs. 69. They would be allowed to send 50 per cent of their earnings home.
After the Minister’s reply, the House passed the demands for grants totalling Rs. 719.4 crore by 75 votes to 31.
