Scholarships: BIE notices flayed

‘Disbursal not duty of private colleges’

ELURU: President of the Affiliated Private Junior College Managements Associations Lakkisetti Prasad on Saturday denounced the alleged harassment of its members by Board of Intermediate Education on the alleged misuse of scholarships given by the State Government for the students belonging to Scheduled Tribes.

Addressing a press conference here, he said the board had served notices on the managements of private junior colleges in different parts of the State seeking to know why their affiliation could not be cancelled for disbursement of scholarships among the ‘bogus’ students in contravention of rules. Those who failed to attend inquiry conducted by the Mandal Revenue Officers on the respective college premises were dubbed bogus students. In fact, all of them had figured in the attendance registers and had even appeared for examinations, Mr Prasad said.

Procedural lapses

The association president, however, admitted certain procedural lapses on the part of college managements in disbursement of scholarships. Even as rules envisaged that disbursement of scholarships should be made only through the account-payee cheques. The managements were not able to conform to such norms as bankers were reluctant to open accounts in favour of students with little or no balance, he said. Saying that disbursement of scholarships was not the duty of private college managements, the association leader said the authorities of private colleges would refuse to undertake such ‘extra burden’, if there was no end to the ‘threatening postures’ by the board officials.
