Make them pay

When something comes free, we have a tendency to waste it. I am referring to railway reservation forms. Be it in Mumbai, Chennai or any other place, you find half-filled forms strewn all around the reservation counters. Railway Minister Lalu Prasad should consider charging one or two rupees for a form so that people will think twice before wasting it. Similarly, he should deduct a sizeable amount for cancellations, especially during peak seasons when people book multiple tickets creating artificial scarcity.
