Thiruvananthapuram: The Local Administration Department has issued orders making the Kerala Municipal Building Rules, 1999, applicable for panchayats till a framework comes into effect for these local bodies. In a statement here on Susday, Minister for Local Administration Paloli Mohammed Kutty said all building construction applications in panchayats would be disposed of on these rules. Applications would be accepted on all days, receipts given and disposed of in accordance of priority. The permit should be issued only after ascertaining whether the proposed building came under the purview of the Coastal Zone Regulations or Town Planning Regulations. Prior permission of the Revenue Divisional Officer was mandatory for building permits on reclaimed land or land that required piling. The panchayat secretary had been authorised to sanction the land development permit, along with the building permit, after ascertaining that such constructions would not lead to landslip, flood, accident or any development harmful to public health. The building permits should be issued within 30 days of receipt of applications. The applicant should be provided sufficient reasons for rejection of permits within a week of such action. The application should be informed about the deviations, if any, in the building plan or application. The Minister said the Government Order making building rules applicable to panchayats had come into effect on June 6. Buildings currently under construction would not come under the purview of the rules, but were subject to examination by the panchayat authorities. Buildings that had received no-objection certificates, but where constructions had not started, should resume work only after getting clearance under the rules. The current levy would be applicable to buildings that had not received numbers but had completed the structural work. In buildings that had direct links with the public, special facilities should be provided for the physically challenged, he said. Details were available on www.townplanning.kerala. gov.in
