Council advised to computerise records Council to prepare project report on changes to come
BERHAMPUR: The project manager of UNDP, Usha P. Raghupati advised the Berhampur municipal council to bring in financial reforms as early possible to make the local body provide better services. UNDP has decided to help out four cities of the State -- Berhampur, Sambalpur, Cuttack and Puri for their infrastructural development. Ms. Raghupati was at the city municipal council to hold discussions with the elected representatives regarding the changes that have to be brought in the administrative process. She was in the city after holding a similar meeting in Cuttack. Her next visit would be to Sambalpur. All councillors of the municipality including its chairperson Sulochana Swain attended this meeting. Ms. Raghupati spoke on implementation of reforms in accounting and profit-tax reforms that have to be implemented to make the local body self sufficient. She advised the council to computerise all records of the municipality as early as possible along with updating the accounts records. She was not satisfied with the revenue generation process of the municipality and asked the municipality to take some drastic reforms to increase its revenue. “Unless the local body has its own income it would be hard to maintain the developmental projects taken up,” she said. She advised the council to prepare a detailed project report on changes that have to come in accounts system, audit system, tax collection etc.
