GHMC becomes all powerful


Granted all powers relating to layout approvals and building permissions


HYDERABAD: The Greater Hyderabad Municipal Corporation (GHMC) has become an all-powerful body with the Government issuing orders bestowing on it all the powers under the Andhra Pradesh Urban Areas (Development) Act, 1975, relating to layout approvals and building permissions.

These powers have been delegated to the Commissioner and Special Officer of GHMC as per orders issued on Monday. At the same time, the Hyderabad Urban Development Authority will continue to exercise powers for monitoring and detection of development activity contrary to the Master Plan, Zonal Developmental Plan, Zonal and Building regulations in concurrence with the GHMC Commissioner.

Development charges

The orders came in to avoid dual control of powers of both organisations and to make it more convenient to the citizens. The development charges will be collected through demand drafts in favour of the Vice- Chairman of HUDA and forwarded to the urban planning body. The decision was taken after HUDA had pointed out that the erstwhile MCH had been collecting development charges but not remitting the same to it.

These orders were issued following a representation made by GHMC to the HUDA to delegate all development control powers including issuing building permissions and other aspects to it in view of the merger of the 12 municipalities to provide a better civic administrative mechanism and civic services.

It has also been decided that the GHMC’s Commissioner and Special Officer will continue to exercise all the powers with respect to the area covered by the erstwhile MCH. With regard to the surrounding 12 municipalities merged with it, the GHMC will have developmental control powers to an extent of granting permissions for residential buildings up to a plot area of 1,000 sq.mts and up to Ground Plus two floors subject to certain conditions.
