Puducherry: Lt. Governor Mukut Mithi has said that although several States have initiated steps to implement “education for all”, according to the Constitution that there should be free education to all children up to the age of 14 years, the goal is yet to be achieved fully. Laying foundation stone for Rs.1.5-crore “Jeevan Prabhat” complex, sponsored by the Arya Pratinidhi Sabha of the U.S. and implemented by the Arya Samaj, Gandhidham (Gujarat), at Kalapet near here on Thursday, Mr. Mithi said that the “Jeevan Prabhat” was a model home for underprivileged children. He lauded the efforts of the Samaj for establishing an institution for children in Puducherry with all basic amenities. He noted that although the rate of admission in schools was high, there were simultaneously high dropouts of children in several parts of the country. He said that the dropout rate was as high as 50 per cent at the primary school-level. Most of the children dropping out of schools belonged were poor. In such circumstances, the intervention by organisations such as Arya Samaj bore much significance. Education Minister M.O.H.F. Shahjahan, said that quality education was absolutely necessary for children, and keeping this in mind, the Education Department had planned to promote 37 Government schools in the first phase as “Smart” schools. He appealed to the Samaj to start schools here as they were doing in Chennai. General secretary of Arya Samaj Vachonidhi Arya said that the complex would be got ready in seven months and would accommodate 100 children. President of Arya Pratinidhi Sabha, Mumbai, Tulsiram Bangia, Acharya Sukhdev Tapasvi from Haridwar, president of the Samaj Purshottam Patel and Professor of the JIPMER Madhan Mohan also spoke. Madhu Pandey, principal of the Jeevan Prabhat, and its administrator Ranjan Pandey participated. Children presented variety programmes.
