You cannot be choosy about transfers

IT IS common knowledge that government employees have a knack of delaying files not merely to “harass” a petitioner but to get themselves into a position of demand. In other words, they are “armed” with tricks to delay files. It is no longer a case of “Government’s work is God’s work” as mentioned on the main entrance arch to the Vidhana Soudha.

With the transfer season on at present — a season wherein government employees spend more time running behind Ministers rather than staying at their desk — the government employees find themselves in the dock. Much to their chagrin, the canny employees now find that they have been tricked themselves. The Government has issued an order banning all transfers unless under specific circumstances for which the Chief Minister has to give his consent. But transfers continue at different levels obviously with the assent of the Chief Minister.

A common sight at the Secretariat is that of legislators and partymen making a beeline to the Ministers who in turn finalise the list of employees to be reshuffled. Thereafter the list is sent to the Chief Minister for his approval. While routine postings are not much in demand, “lucrative positions” carry a premium. It is another matter that the employees have to resort to a variety of skills to ensure that their “personal work” ends in success. Gone are the days when the last day of June was the last day for transfer of employees.
