Rights panel summons SP

HYDERABAD: Taking a serious view of the non-compliance of its orders on three occasions, the State Human Rights Commission on Tuesday directed the SP, West Godavari district, to appear personally before the commission at 11 am on July 6. The notice to the SP was sent by fax. The commission took cognisance of a case relating to the death of an under-trial prisoner, Chinnaparapu Ramesh, while in custody on November 14, 2005, following a complaint from his parents, a press release said on Tuesday.

In response to the commission’s notice, SP filed his report on January 28, 2006 stating that the case was under investigation. He also stated that copies of FIR, inquest report and post-mortem certificate were submitted along with the report but the documents were not received by the commission. On February 2 this year, the commission directed the SP to send the documents and also Forensic Science Laboratory’s report by April 11. As that order was not complied with, a notice was again sent on June 8 seeking reports by Tuesday. While the petitioners were present, none was there on behalf of the SP and direction to produce the documents had also not been complied with. When the in-charge secretary, P. Vishwanath, contacted the SP’s office, it was stated that they would be sent within two hours. .
