Group to look into ship accident issues

NEW DELHI: Union Minister for Shipping, Road Transport and Highways T.R. Baalu on Wednesday announced the constitution of an inter-ministerial group of experts to look into the response mechanism and formulate a blueprint to strengthen it in view of the recent spate of accidents off the Indian coast.

The group, comprising representatives from the Navy, the Coast Guard and ports, would have the Director-General of Shipping as chairman.

It would look into issues such as information-sharing, search, rescue and salvage operations and availability of equipment and vessels and submit a report within a fortnight.

Mr. Baalu convened a meeting of chairmen of all major ports and senior officers from the Ministry of Defence, the Navy, the Coast Guard, the Directorate-General of Shipping, the Directorate- General of Lighthouses and Lightships and the Shipping Corporation of India to take stock of the situation and to review the steps taken in view of the recent spate of marine accidents.

Follow-up of review

The meeting was a follow-up of a review held by the Minister recently.

Prima facie, the casualties were caused by incapacitation of old vessels due to inclement weather.

The Minister wanted immediate measures to restrict the operation of old vessels, especially during the monsoon.

He directed the agencies concerned to alert their local units so that they could immediately respond in a coordinated manner to exigencies.

Plan schemes

Mr. Baalu also reviewed the progress of plan schemes and projects in major ports.

Some of the important projects reviewed were the iron ore and coal terminals at Paradip; the container terminal projects at Tuticorin and the JNPT; multi-purpose berths at Kandla and dredging projects at the JNPT and Ennore.
