Officials accused of not listening to zilla panchayat members Third finance panel holds meeting in Chitradurga
Chitradurga: Allegations against the State Government of attempting to curtail the powers of zilla panchayat members, accusations against the gram panchayat secretaries of not listening to zilla panchayat members and charges against officials of not sharing information with zilla panchayat members dominated the Third Finance Commission meeting here on Wednesday. At the meeting held to garner the opinion and suggestions of zilla panchayat and gram panchayat members to strengthen the administration of panchayati raj institutions, most of the zilla panchayat members alleged that the Government was trying to curtail their powers. Raising the issue, Thippeswamy alleged that the Government had been giving more powers to MLAs by withdrawing the powers of the zilla panchayats. He said that in most of the Government schemes, the authority to implement project had been given to MLAs. He said the zilla panchayat members did not have powers even to initiate action against gram panchayat secretaries, who never listened to them. “What is the use of being an elected representative if we have no authority to implement any schemes,” he remarked. Another member Rajshashekhar said that the officials never bothered to give details of schemes, amount received and spent on various projects. The members unanimously demanded that the commission fix minimum funds for zilla panchayat members to carry out works at the local level. In his reply, commission chairman A.G. Kodagi said that the Commission would make necessary recommendation to the Government to give more powers to the members, and also to allocate separate funds for area development.
