NEW DELHI: Several residents’ welfare associations of East Delhi have written to Chief Minister Sheila Dikshit asking her to wind up cooperative group housing societies under Section 94 of the Delhi Cooperative Societies Act. “This Section of the Act, which was brought in by the Delhi Government in 2003, states that the cooperative house building societies, which have handed over their essential services to the Municipal Corporation of Delhi, should be wound up within two months. This was introduced to give equal rights to all residents including tenants and General Power of Attorney (GPA) holders,” said R. P. Aggarwal of the Anand Vihar Residents’ Welfare Association. Stating that there were about 40 cooperative house building societies in East Delhi that have handed over their essential services to the MCD, D. P. Seth of Chitra Vihar alleged that the Delhi Government had introduced an additional clause in Section 94 in 2004 under the influence of some cooperative house building societies stating any society which was running a club or community centre cannot be wound up.
