HYDERABAD: Chief Secretary J. Harinarayan has clarified that there was nothing called “non-locals” in GO 610 and employees should be considered under “open category” after the rule of reservation for locals was met in accordance with the order. At a video conference with district Collectors and Superintendents of Police to discuss implementation of the GO on Thursday, Mr. Harinarayan said the term open category was wrongly treated as reserved for non-locals in many cases. He asked the officials to remove the wrong notion. He also wanted them to identify employees who were appointed in deviation to this principle. They should be sent back to their local areas. Mr. Harinarayan said there were supposed to be 80 per cent locals in direct recruitment reserved for district cadre posts. The remaining 20 per cent posts were to be treated as open category. The open category is 30 per cent in respect of zonal posts and 40 per cent for specified gazetted posts. Direct recruitment for locals in these posts is 70 per cent and 60 per cent respectively, he said. The Chief Secretary asked officials to ensure that a fraction of percentage be treated as next digit to benefit local candidates. He wanted them to repatriate employees who were on deputation in posts reserved for locals.
