New science and technology policy within six months

CHENNAI: To nudge Tamil Nadu up on the socio-economic front, the State Government will come out with a science and technology policy within six months.

Talking to reporters here on Tuesday after inaugurating a patent information centre, Higher Education Secretary K. Ganesan said: “When it comes to invention and discovery, many States lag behind, and Tamil Nadu is no exception. Theses are being taken up by students to get degree, while researchers are happy when their papers get published in journals or after winning awards. While researchers in other nations file patent on the same design or invention and earn name and fame, we tend to miss the opportunity owing to lack of awareness. To encourage our people to get their invention or research patented, we have opened up the patent information centre.”

S. Vincent, Member-Secretary, Tamil Nadu State Council for Science and Technology, said it was time to replace the existing science and technology policy, as it was formulated some 22 years ago.

The new policy, being formulated by the Council, would be ready by the early 2008. It would incorporate the advances in information technology, biotechnology and nanotechnology.

The centre will function on the DoTE campus with the objective of creating awareness of Intellectual Property Rights and analysing patent information regularly and suggesting new programmes for research and development based on such information, and guiding investors in patenting their inventions. The Technology Information Forecasting and Assessment Council will give Rs. 14.12 lakh in grant for five years.

The State has given a grant of Rs. 1 crore each to Bharathiar University and Bharatidasan University for setting up Centres of Excellence in nanotechnology and life science respectively.

“Similar grants would be accorded to all those universities, including private colleges, which are keen on setting up Centres of Excellence based on their strength.”

Mr. Ganesan said the Tamil Nadu Council for Higher Education planned to preserve and publish research works carried out by students and researchers in print and digital formats.
