Only the Municipal Commissioner can permit vehicles to carry hoardings

Councillors demand decentralisation of garbage clearance process


NEW DELHI: The Municipal Corporation of Delhi has decided to take stern action against radio-taxis found to be carrying advertisement hoardings without prior permission.

At a meeting of the MCD Standing Committee here on Wednesday, Chairman Vijender Gupta said that according to the Delhi Municipal Corporation Act, only the Municipal Commissioner is empowered to grant permission to vehicles to carry any form of promotional hoardings.

Additional Deputy Commissioner Amiya Chandra said the department had served notices to several radio-taxi owners this past week and punitive action had been taken. Any vehicle indulging in advertising would be challaned, he added.

Several councillors at the meeting pointed out that garbage dumps were lying in many localities. They demanded decentralisation of the garbage clearance process. The Standing Committee chairman also mooted the idea that garbage and drainage clearance be performed at the zonal level and the Deputy Commissioner be made solely responsible for it. Garbage and sanitation was a top priority and the Standing Committee would have a discussion on the same in every meeting, he added.

While calling their demands plausible, Municipal Commissioner A. K. Nigam said decentralisation was not possible at the moment because the MCD did not have enough equipment. He said the MCD had just 50 per cent of the equipment required and an action plan to acquire more equipment had been kick-started. According to him, the chief problem was maintenance of existing equipment.

Earlier, Leader of Opposition in MCD J. K. Sharma alleged that the Corporation just believed in announcing proposals while hardly any were implemented. He placed the blame on the shoulders of officials who, he alleged, were only interested in personal gains.
