New Delhi: The Supreme Court on Friday stayed the contempt proceedings initiated in the Andhra Pradesh High Court for not implementing the judgment quashing the unification of service of all teachers. A Bench of Justice C.K. Thakker and Justice Altamas Kabir stayed the proceedings on the contempt petitions after hearing senior counsel P.P. Rao for the State. The Bench issued notice on the petition returnable in two weeks. The State sought modification of the May 17 order which said recruitment of teachers as per the 2006 results could be done based on the old rules. State argued that notification for the examination was based on the new rules and several new posts which were not existent in old rules were included in this recruitment. Several qualifications were also changed. Hence the State requested the Court to permit recruitment based on Rule-10 of AP State and Sub-ordinate rules on temporary appointments, pending final order of apex court whose final hearing was scheduled for September. Seeking stay of the proceedings, the State said that the implementation of Court order involved several thousand reversions and transfers of teachers promoted and transferred based on new rules. Such an exercise would affect lakhs of students, it said.
