The constitutional provision of providing universal, free and compulsory education to children up to 14 years of age before January 1980 is not possible of achievement. Expressing this view, the Planning Commission’s educational panel has recommended that an attempt be made to realise this objective within a period of 15 to 20 years. The immediate objective should be introduction of universal, free and compulsory education for all children up to the age of 11. This target should be reached by 1965-66. The panel made these recommendations at the end of its two-day session in Poona on July 16.
