CHENNAI: The National Commission for Scheduled Castes (NCSC) will beseech the new President to increase the reservation percentage for Scheduled Castes to a level that would be equivalent to the proportion of the community’s population, its chairman Buta Singh has said. He also said there should be reservation for Scheduled Castes in the judiciary from the district court to the Supreme Court. Inaugurating a seminar on “Human rights for dalits,” organised by The Voice of Dalit Forum on Tuesday, Mr. Singh said the implementation of the pending legislation on reservation should be left to the NCSC. “No court should be allowed to touch (the legislation.)” Reiterating his call to the Scheduled Castes to unite and fight for their rights, he said the Commission was fully committed to the cause for which the late B.R.Ambedkar struggled — uplift of the downtrodden. “We will not let you down,” Mr. Singh promised. He explained that due to the continuous efforts there were “some rays of light” at present. Referring to a remark by earlier speakers that the NCSC should have more powers to deal with the problems concerned, Mr. Singh said the Commission would take up with the Government the need to empower it like how the Election Commission was when it came to the implementation of the Representation of the People Act. Motilal B.Naik, retired acting Chief Justice of the Andhra Pradesh High Court, said the reservation policy had helped to some extent the Scheduled Castes. Still a lot of work had to be done. The NCSC should have judicial powers, he said. K. Krishnasamy, president, Puthiya Tamizhagam, said the NCSC should be a fully independent body and should have a separate police force under its control for taking action against erring individuals. Citing some instances in the past, he said the Commission failed to come to the rescue of the Scheduled Castes. Thol.Thirumavalavan, general secretary, Viduthalai Chiruthaigal Katchi, said the NCSC was a mere spectator when the Khairlanji (Maharashtra) killings of Dalits took place. Various other commissions too were not adequately empowered. Other speakers included V. Kanagaraj, senior advocate, Supreme Court and C. Balasubramaniam, former Inspector-General of Police, Tamil Nadu.
