CUTTACK: In a significant ruling that is likely to have a far-reaching effect, the State Consumer Disputes Redressal Commission has come to the rescue of innocent people who silently suffer at the hands of powerful Orissa State Housing Board (OSHB) authorities. The housing board has been severely reprimanded by the Commission asking the government agency to pay compensation to at least 15 complainants of Bhubaneswar for "defective" and "delay" in providing houses. "If the Housing Board could collect interest from the complainants on the grounds of delay in payment of monthly installments, it (the housing board) is also equally liable to compensate the complainants for delay in handing over possession of the houses", the consumer court here said in a significant judgment. The Commission president Justice R K Patra and member Subash Mahatab in a common order passed last week settled the grievances ofall the 15 complainants of Salashree Vihar of the capital who were running from pillar to post for last 15 years. The Commission ordered the OSHB to pay compensation to all complainants.
