Surprise check at college

Following a complaint of “demanding excess fee for admission”

CHECKING THE RECORDS: A team of the Directorate of Technical Education inspecting St.Joseph’s College of Engineering, at Sholinganallur near Chennai on Tuesday.

CHENNAI: An official team of the Directorate of Technical Education (DOTE) conducted a surprise inspection at St. Joseph’s College of Engineering here on Tuesday, following a complaint that it had “demanded excess fee for admission.”

The college is run by the Jeppiaar Educational Trust at Sholinganallur near Chennai.

Head of the 10-member team and DOTE liaison officer S. Govindarajan told reporters that the inspection followed a complaint registered by a student by fax.

This was the first complaint received by DOTE after the setting up of a panel by the State Government to monitor excess fee collection by self-financing colleges, he said. The complainant had alleged that the college management had demanded Rs.3 lakh as capitation fee for admission to the computer science course, he added.

The personnel of the administrative office of the institution informed the team that the college principal was on leave and that the director was out of town, Mr. Govindarajan said.

However, the personnel submitted whatever records were available, he said, adding that they had denied that fresh admissions for the first year had commenced.

However, fee receipts for the second and third years had been submitted. “We are verifying the records. We have asked for submission of break-up details, as there are discrepancies in the fee collected from students for the same course,” he said.

As per the Tamil Nadu Eductional Institutions (Prohibition of Collection of Capitation fee) Act, 1992, college managements had to maintain 27 documents, he added. The team had called for submission of fee receipts, miscellaneous receipts and registers relating to daily fee collection, admission withdrawals, term fee, caution deposit and scholarship holders, auditor’s statement, department, daily cashbook, ledger, provident fund statement and bank passbook. The inspection would go on till the facts were ascertained, Mr. Govindarajan said.
