This Day That Age
An eight-point code of conduct for Vice-Chancellors of Indian universities was outlined by Dr.C.P. Ramaswami Aiyar, at the conference on university administration, which is holding a three-day session in New Delhi. Initiating the discussion on the subject, “Office of Vice-Chancellor,” Dr. Ramaswami Aiyar said the Vice-Chancellor must regard himself “no longer as a mere administrative head, but as a missionary bent on revolutionising university ideals and practice. Such a revolution is not possible until the character of university education is clearly defined and the necessary modifications are made so as to make the university internally autonomous and free from political interference.” Dr. Ramaswami Aiyar, who had been Vice-Chancellor in three universities – Travancore, Annamalai and Banaras – and member of the Senate and Syndicate of the Madras University from 1912, said that a Vice-Chancellor should infuse a spirit of comradeship among his colleagues in the Syndicate and Executive Council and along with them work towards quality rather than quantity. Regulation of admissions to universities should be done by Vice-Chancellors and such admissions should be mainly of those who sought university admission for the purpose of higher study and research and not as a means of getting employment.
