BANGALORE: Opposition members in the Legislative Assembly on Thursday took serious exception to not being consulted on amendments made to a Bill based on suggestions from the Legislative Council. J.C. Madhuswamy (JD-U), G.V. Sriram Reddy (CPI-M) and Kannada Chaluvali Vatal Paksha leader Vatal Nagaraj staged a walkout in protest. The Assembly adopted the Karnataka State Civil Service (Regulation of Teachers) Bill, 2007 recently and sent it to the Council for discussion and approval. In the Council, certain amendments were made to the Bill by a House committee. The amended Bill was again tabled in the Assembly on Thursday for approval. However, the MLAs took exception to effecting amendments without notice to them. The members made it clear that they were not against the Bill or the amendments, only the manner in which they were effected. It was a breach of their privilege and amounted to showing disrespect to the Assembly. They said a Joint Select Committee should have been formed to make changes to the Bill in consultation with members of both the Houses. Mr. Reddy said the Government had refused to amend the Bill when some members of the Assembly had demanded changes. But the Government had implemented the suggestions of the Council.
