Rs. 20 lakh allotted to create awareness of disabilities Early Intervention Centres to be set up in all districts
TIRUPATTUR: The State Government has come out with a slew of welfare schemes for the physically challenged and, for the first time, earmarked Rs. 20 lakh for creating awareness of the disability factor, according to V.K. Jeyakodi, Commissioner for Rehabilitation of the Disabled. The physically challenged will be identified and rehabilitated, he said here on Friday while participating in a function jointly organised by District Disability Rehabilitation Centre and non-governmental organisation, Worth Trust. The State Rehabilitation Centre would hold special camps in all villages. Mr. Jeyakodi handed over callipers, artificial limbs, folding sticks and tricycles to beneficiaries in Tirupattur and adjoining villages. He said the administration would purchase 6,000 tricycles. Those with physical disability could apply for these. All physically challenged would be given tricycles by the year-end. Motorised tricycles would be given to 60 beneficiaries across the State. Identity cards
He said the physically challenged would be issued identity cards. Steps would be taken to extend benefits to them including treatment, loan and skills training. Chief Minister M. Karunanidhi had instructed his department to identify people with mental disorders wandering on the streets, and chalk out a master plan for their rehabilitation. Priority had been extended to rehabilitate people with mental disorders. The Commissioner said that Early Intervention Centres would be set up in all the districts. Children below six years with mental disorders could be put at these centres. They could pursue their education in special schools and get trained for jobs. Such a centre would also be set up at Vellore. Moreover, training centres would be established in 20 more districts for the hearing impaired this year. Financial aid
For the first time, the Government would allot Rs.25 crore to extend financial assistance to various NGOs working towards rehabilitation of the mentally retarded people. The Government distributes Rs.500 a month to them through money orders. To avail of the assistance, their attendees should submit an application to the District Disability Rehabilitation Centre. The Government had not fixed any income ceiling. At present, 10,000 mentally challenged were getting the money. This year, the Government planned to cover 20,000 more. Mr. Jeyakodi said the Government proposed to provide folding sticks and black goggles to 4,000 blind beneficiaries across the State this year. Later, he inspected Udavum Ullangal, a local NGO, involved in rehabilitation of the mentally challenged for over five years. He also handed over an order sanctioning Rs.6.76 lakh for 2007-2008 to the Home for Psycho-Social Rehabilitation of Mentally Challenged Persons run by the NGO at Tirupattur.
