Chandrashekar stresses need to modernise police

Welcomes decision to amend Karnataka Police Act

BANGALORE: In the wake of the increasing number of terrorist acts in the State, Legislative Council Chairman B.K. Chandrashekar has stressed the need to modernise and streamline the police force.

Addressing a press conference here on Saturday, Prof. Chandrashekar welcomed the Government’s decision to introduce the Karnataka Police (Amendment) Bill, 2007 in the ongoing session of the legislature. In its ruling in a public interest litigation seeking police reforms and implementation of the recommendations of the Third National Police Commission (1972-82), the Supreme Court in 2006 issued certain directions to all States to be complied with in a specified time.

The Government has now drafted a Bill to amend some of the provisions of the Karnataka Police Act, 1962 to bring in reforms in the police and criminal justice administration. He said the State had done well in the area of computerisation and modernisation of policing in cities. It had formulated a transparent system of recruitment. But “we need to strengthen technology-oriented policing to match the speed and requirements of the fast-changing world in this era”, he said.

Welcomed

He welcomed the Government’s decision to scrap the Special Board comprising the Chief Minister, the Speaker of the Legislative Assembly, the Chairman of the Legislative Council and others, which used to oversee the expenditure of the legislature secretariat.

No scrutiny

Home Minister M.P. Prakash, in a reply in the Council a couple of days ago, said the Government would amend the relevant Act to give full powers to the Speaker of the Assembly and the Chairman of the Council to prepare budget estimates of the legislature secretariat. This means that the budget estimates of the legislature will not subject to scrutiny by the Finance Department or any committee of the legislature.
