Tap a woman’s intellect for research in science: Nesargi

Bangalore: “Gender budgeting does not mean donating bicycles to women or helping them make papad and pickle. It is time the Government recognises that women need to be given a greater opportunity to contribute to the uplift of the nation,” Pramila Nesargi, Chairperson of Karnataka State Women’s Commission, said here on Tuesday.

Ms. Nesargi was speaking on gender budgeting at a State-level “gender agenda review” organised here on Tuesday by the Karnataka chapter of WomenPowerConnect (WPC), an organisation of women’s groups and individuals working towards legislative coordination.

Describing women-oriented schemes by the Government as often “petty”,

Ms. Nesargi said Planning Commission should direct the budget instead towards “tapping the woman’s intellect”, especially in the area of science and technology.

S.L. Rao, Chairman, Institute for Social and Economic Change, said gender budgeting was essential to translate gender commitment into budgetary action.

“There has been a dramatic shift in the approach to addressing gender discrimination in the last three decades. “From providing shelters for battered women, we are now looking at fundamental issues that impact policy.

“However, the steady increase in the union budget allocations for women’s welfare has not reduced gender disparity in human development indices in the country,” Mr. Rao said.

The gap in the male-female ratio, premature deaths and low nutrition levels of the girl child continue to be alarming.

“Similarly, in terms of political empowerment, women’s representation in Parliament is 9.4 per cent and only 3.4 per cent of all ministers were women,” Mr. Rao added.
