Legislative Council should reprimand Shashidhar Prasad: Ugrappa


BANGALORE: Congress MLC V.S. Ugrappa on Monday demanded that the Legislative Council initiate privilege proceedings against Mysore University Vice-Chancellor Shashidhar Prasad for allegedly trying to show Council Chairman B.K. Chandrashekhar in poor light.

Participating in a discussion in the Legislative Council on the Karnataka State Universities (Amendment) Bill 2007, Mr. Ugrappa said that the vice-chancellor recently remarked that he had ignored the recommendations by several dignitaries, including the Council Chairman, regarding appointment of the staff.

The Council should also reprimand the vice-chancellor for such remarks, he said.

Independent member Marithibbe Gowda said that the vice-chancellors and registrars were behaving like dictators.

He also took exception to the appointment of IFS officers as registrars of universities.

Meanwhile, the Council adopted the Karnataka State Universities (Amendment) Bill 2007 that seeks to remove confusion on the term of members nominated to the University Syndicates and Academic Councils.

The earlier Act said that the nominated members will have a term of three years or till reconstitution, whichever is earlier. The new Bill seeks to remove the words “till constitution, whichever is earlier” so that there is clarity on the term of members.

The Council also adopted the Karnataka Entertainments Tax (Amendment) Bill-2007, seeking to reduce the entertainment tax for the amusement parks.

Deputy Chief Minister B. S. Yediyurappa, who piloted the Bill, said the Government was ready to provide full exemption from the tax if entertainment parks were set up in the backward areas.

The Council adopted the Karnataka Excise (Amendment) Bill 2007 seeking to introduce stringent punishment for those indulging in adulteration of liquor in a bid to prevent hooch tragedies.
