TIRUCHI: The Association of University Teachers (AUT) has decided to observe Teachers’ Day as Demand Day, in response to a call given by the All India Federation of University and College Teachers’ Organisations (AIFUCTO). Members of the AUT from all over the State would take out a rally from Nandanam to Raj Bhavan in Chennai to condemn the undue delay in notification of the UGC Pay Review committee for University and College teachers for revising their pay scales. Affiliates of the AUT in the State, including Government College Teachers’ Association (GCTA), Madurai Kamaraj University Teachers’ Association, and University Teachers’ Associations are also expected to participate in the rally, according to a press release issued here on Sunday by the Tiruchi Zone Vice President of AUT, R. Lawrence. Though the Central Government had constituted the sixth Central Pay Commission on October 5, 2006, the pay review committee for university and college teachers was yet to be constituted. The delay was an injustice, the release said explaining that since the CPC was likely to submit the report by April 2008, the Human Resource Development Ministry and the UGC should also set up the committee speedily to ensure submission of the report by the same time. The other demands that would be highlighted in the September 5 rally would include implementation of Assured Career Progression Scheme (ACPS), a scheme providing for a minimum of three promotions accepted by the Central and State Governments and implemented for all employees except college teachers. Fifty per cent of college teachers stagnate in the maximum of their pay scales for very long periods due to the prevalence of only two placements – Senior Scale and Selection Grade. The rally would also highlight the problems of librarians and physical directors in colleges, who should be treated on a par with lecturers in all respects including ACPS, career advancement from the date of implementation of the pay scales, and a meaningful increase in the ceiling for payment of gratuity which is abysmally low at Rs.3.5 lakh at present.
