Department of Urban Development, MCD and NDMC agree to share stamp duty collection

On April 30, 2007, a total of 297,500 transport vehicles were registered in Delhi


NEW DELHI: The Delhi Cabinet on Monday decided to refer the Indian Stamp (Delhi Amendment) Ordinance, 2007, that would bring about a reduction in the stamp duty for registration of properties in Delhi, to the Union Government for its concurrence before it is promulgated by the Lieutenant-Governor.

The Cabinet also recommended summoning of the 11th session of the Delhi Assembly from September 12 to 18.

Chief Minister Sheila Dikshit later said the reduction in stamp duty from 6 per cent to 4 per cent for registrations in the name of women and from 8 per cent to 6 per cent in the case of men would come into force after promulgation of the Ordinance. She said the Cabinet had approved a proposal in this regard to facilitate the Delhi Government receiving funds under the Jawaharlal Nehru National Urban Renewal Mission which has prescribed an average rate of not more than 5 per cent as a pre-requisite for grant by the Centre to the States.

The Chief Minister also declared that the Delhi Government’s Department of Urban Development, the Municipal Corporation of Delhi and the NDMC were in agreement on the issue of sharing of stamp duty collection.

During the Cabinet meeting, commissioning of more inspection and certification lanes at the Motor Vehicle Inspection unit of the Transport Department at Burari was also approved. These lanes would not only facilitate comprehensive and fool-proof inspection for issue of certificate of fitness but also ensure that the certificate is issues only after an actual inspection, Ms. Dikshit said, adding that this would rule out any possible negligence or favour in the process of certification.

It was also announced that as on April 30, 2007, a total of 297,500 transport vehicles were registered in Delhi of which those requiring the annual certificate of fitness would number around 160,000.

The fitness certificates are issued for one to three years depending on the nature of the vehicle.
