POLLACHI: Public Works Department Minister Durai Murugan said on Monday that the State Government would soon appoint an expert panel to modernise the irrigation system in the Cauvery delta. Final award
Speaking to presspersons here he said the river and canals in the delta region needed to be desilted every year before the release of water for irrigation. In the wake of the pronouncement of the final award of the Cauvery River Water Tribunal, the Government decided to appoint an expert panel to study various aspects of modernising the irrigation system in the entire delta. Mr. Durai Murugan said the panel would comprise retired senior engineers who had worked in the delta region besides those serving in the area now. The team would be asked to find out what projects could be executed. They would examine whether the river course and canals required concrete walls and other improvements to modernise the system. This was expected to help the farmers, especially those in the tail-end areas so that they got a fair share of water. Once the team submitted its proposals, the Government would approach the World Bank for aid to implement the project. Prolonging disputes
Expressing concern over the prolonging disputes between States on the sharing of water, Mr. Durai Murugan wanted the Centre to take firm steps to resolve these. Referring to the Supreme Court’s rejection of the revision pleas filed by the Kerala Government against its order to increase the water level from 136 feet to 142 feet in the Mullaperiyar Dam, Mr. Durai Murugan said the court should ensure that its order was implemented. The issue became more complex and would elude a solution if things were prolonged. Expressing his displeasure over the inter-State disputes over Cauvery and Palar rivers and Mullaperiyar Dam remaining unresolved, the Minister said: “We had approached the Centre and the Apex Court of the land on these matters. And, we have negotiated with the respective States many times. In our experience, the result was the same.” Western Ghats
On the pending issue of constructing Nallar and Anamalaiyar dams in the Western Ghats under the Parambikulam Aliyar Project to store 4.5 tmc ft of water for irrigation in Coimbatore and Erode districts, the Minister said that official-level talks between Kerala and Tamil Nadu would be held soon to resolve the issue.
