Verification of title deeds under way

Legality of 466 title deeds being checked, Government tells court


Dhanyasree: entry in the village office fabricated

Title deed issued not recommended by panel


Kochi: The State Government on Monday told the Kerala High Court that it was verifying the validity of the title deeds issued to the Communist Party of India(Marxist) (CPI-M) and the Communist Party of India (CPI) offices in Munnar.

The Government in an affidavit said it was in the process of verifying the validity and legality of the 466 title deeds issued by the Revenue authorities on the recommendations of the Land Assignment Committee. The Government said the District Collector had given full authority of the Additional Tahsildar to the then Deputy Tahsildar M.I. Raveendran. But the Government had not issued any communication to Mr. Raveendran to grant title deeds to anyone. The affidavit said the title deeds had been issued to P.K. Vasudevan Nair, CPI leader, and M.M. Mani, leader of the CPI(M) in Munnar. The affidavit said the title deed for 4.5 cents of land in the possession of Dhanyasree Yathri Nivas was issued in the name of K.M. Jacob and not in the name of A. Joseph as contended by the owners of the hotel. It added that the entry in the name of Joseph in the register at the Kanan Devan Hills Village office was fabricated. The Government also said the title deed issued in respect of the remaining 4.5 cents in possession of the hotel had not been recommended by the Land Assignment Committee. The hotel owners contended that the title deed was issued in favour of Muthaya.

The affidavit was filed in response to a few directives issued by the court. The court on Tuesday adjourned by one week the hearing on the petition filed by Dhanyasree Yathri Nivas challenging the cancellation of its title deeds.

The court had earlier directed the State Government to inform the court as to which title deeds, issued by Mr. Raveendran, were proceeded against on the ground that the officer did not have the authority to issue them.

The court had also directed the Government to inform it whether the Government had specifically authorised Mr. Raveendran to issue the title deeds or not.

The judge had directed the Government to explain whether the same officer had issued title deeds in favour of the two political parties (CPI and CPI-M) as contended by the petitioners.
