Thiruvananthapuram: KTDC chairman Cheriyan Philip has asked the Government to impose a ceiling on urban property and plantations. In a statement here on Wednesday, he said that it was necessary if the second land reforms was to become a reality. He felt that the system of landlords had not come to an end in the State. Loopholes in the law governing gifts and lapses in the distribution of surplus land were responsible for the wrecking of land reforms. He wanted the Government to take the initiative for ending speculation on land and for making available land at reasonable price for tourism, industrialisation and house construction.
