BSNL streamlines cards distribution

CHENNAI: Bharat Sanchar Nigam Ltd, Chennai Telephones, is streamlining the distribution of India Telephone Cards (ITC), with the twin aims of increasing consumer access to these prepaid landline coupons and eliminating overcharging by outlets in times of induced scarcity.

As part of efforts at maximising the availability of these cards, along with its other products, across the Chennai Circle, BSNL has recruited 900 direct selling agents, besides co-opting 200 Public Call Operators as franchisees.

The direct selling agents are expected to do door-to-door canvassing, prompted by BSNL’s market feedback on consumer preferences. Besides, BSNL has 22 registered franchisees and around 176 department-run points of sale.

The BSNL is also planning to push the ITC e-recharge facility up the popularity charts. Under it, franchisees obtain PIN codes on a pay-and-use mode and pass on the access codes to the customer against payments.

The BSNL top brass has scheduled a meeting with franchisees and other selling agents on Friday to finalise modalities of the new system and sort out other issues relating to the ITC business.

Acute shortage

An acute shortage of ITCs of various denominations is being reported from a few peripheries. “From enquiries, it appears that the department is recalling batches of ITCs from the market and this has left subscribers in the lurch,” said T. Sadagopan, coordinator, Thiruvallur District Consumer Information Centre.

The worst-hit are subscribers of the ‘Sulabh’ scheme under which outgoing calls can be routed only with the ITC codes.

An official put the transient shortfall down to the transitioning of procedures and said shortages, if any, would be set right soon. According to him, the ITC business model was being reworked from an administrative perspective, and would benefit both franchisees and consumers.

Under the proposed arrangement, franchisees will be able to procure refills or obtain commissions from the nearest Department office.

Until now, peripheral franchisees had to come to Chennai for replenishing ITC stocks or collecting commission, compromising a day’s business to do so.
